The OVC program will focus on service delivery including: food and nutrition services, health services, economic strengthening services, shelter and care services, psychosocial support services, education/learning services and protection services.
The Monitoring and Evaluation Director is responsible for all monitoring, evaluation and reporting activities under the award. The MED works in collaboration with the Federal Ministry of Women Affairs and Social Development M&E OVC counterpart and develops and manages the Project's Performance Monitoring Plan (PMP). The MED develops and maintains systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. S/he will also conduct supportive supervisory visits to States/Local Government Authorities and sub-grantees to observe, monitor, provide guidance and quality feedback on the use of OVC data and indicators; analyze monthly data and support training of M&E personnel in quality assurance methods. A successful candidate will have extensive experience working on livelihoods and OVC projects and the ability to work effectively with a variety of local partners.

Specific Duties and Responsibilities:
- Assist in the design and development of program specific Performance Monitoring Plans as well as Monitoring and Evaluation plans at Pact and partner levels.
- Responsible for the development of relevant M&E tools, formats and the provision of technical training for Pact's partner staff.
- Coordinate regular monitoring visits to partners and ensure the production of one consolidated report and agreed action plan for follow up response (inclusive of program, finance, grants).
- Monitor data collection, collation, storage, analysis and reporting ensuring that data is audit worthy. Where problems exist support partners in the identification of solutions to challenges faced.
- Monitor data entry process and ensure program is utilizing Pact's database.
- Responsible for reviewing regular program reports prepared by program staff for submission to USAID.
- Ensure program staff and senior management are using data collected to make informed and timely decisions related to program implementation
- Support program staff to implement their learning agenda (baseline, mid-term, final evaluations, etc.) This may include the identification of appropriate consultants to provide technical support.
- Contribute to program management through ongoing integration of M&E findings into program activities.
- Oversight of research staff conducting in-depth assessments of program activities.
Qualifications:
- Masters degree in social, behavioral or health sciences (or other related field) with practical experience in developing and implementing, monitoring and evaluation activities in the health sector.
- Minimum of 6 years of relevant professional experience. Experience with evaluation and research design, data collection and analyses, indicator construction, curriculum development and computer software i.e. MS Office and database programs.
- Experience with civil society/NGO sector, especially with local organizations.
- Experience with evaluation and impact reporting to donors and to project managers demonstrating both analytical rigor and practicality.
- Ability to work independently, take initiative and manage a variety of activities concurrently.
- A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
- Ability to communicate technical issues effectively and persuasively.
- Demonstrated ability to transfer knowledge through training and mentoring.
- Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems
- Fluent English language skills, both written and spoken;
- Knowledge of local languages a plus;
- Flexibility to live and work outside of Abuja, possibly in Kaduna or Enugu;
