Organizational Development Director, Abuja

ORGANIZATIONAL DEVELOPMENT DIRECTOR

Role:
Africare is recruiting an Organization Development Director (ODD) for an upcoming USAID funded umbrella grants project in Nigeria. The ODDS will direct efforts for institutional strengthening of the Nigerian social welfare system from state to community levels by contracts to Nigerian private sector companies and a grants mechanism to Nigerian civil society organizations that builds capacity of CSOs to deliver and track services of OVC and their caregivers.
The ODD will ensure sustainable capacity development of grantees to manage their grants and subgrants, and build the capacity of community level sub-grantees to deliver quality, comprehensive services to meet the holistic needs of OVC and their caregivers. This position is based in Nigeria.
Responsibilities:
  • Oversight of development and implementation of the project institutional strengthening plan, ensuring compliance with and incorporation of Nigerian OVC strategies, guidelines and reporting mechanisms.
  • With the Chief of Party, negotiation with state governments and MWASD around collaborative institutional strengthening.
  • Develop the technical/programmatic content on contracts and workplans for Nigerian Private Sector companies, undertaking collaborative institutional assessments of the MWASD at state and local government area levels.
  • Review of MWASD institutional strengthening plans and oversight of implementation.
  • Serve as advisor for development of job aids including checklists for MWASD staff at state and LGA levels.
  • Serve as the lead on organizational assessments of grantees and advise on their organizational development requirements for sustainability and accountability in managing grants and subgrants.
  • In consultation with the Technical Project Director, advise and oversee grantee organizational development for building the capacity of their sub-grantees to deliver and monitor comprehensive services in the community for OVC and caregivers.
  • Advise on the preparation and delivery of training plans and schedules for all education and training modules.
  • Advise on the preparation of job aids including checklists for home visits for CSO staff and volunteers providing services for OVC and caregivers.
  • Track input from technical staff on capacity building within their technical areas of OVC services (Health, Education, Shelter, Nutrition, etc.).
  • Serve as the lead on developing innovative training methods resulting in improved skills for staff of MWASD at State and LGA levels, grantees and their CSO.
  • Advise on the development of on-the-job training modules for MWASD staff at state and LGA levels.
  • Provide field oversight of program activities by private sector companies, grantees and sub-grantees as needed, and as security permits, for continued program improvement and performance.
  • Identify improved practices to be used for institutional strengthening for the Nigerian social welfare system.

    Requirements:
  • Minimum advanced professional degree (MA, MSc, MBA and MPA or equivalent).
  • Minimum 10 years experience working in organizational development at progressively senior levels.
  • Previous experience in USAD/PEPFAR Programs in Nigeria is highly desired.
  • Experience with Nigerian ministries at state or national level, or with the private sector in Nigeria, preferred.
  • HIV/AIDS and OVC service delivery experience is desirable, especially within Nigerian contexts.
  • Demonstrated expertise in institutional assessments, working with the beneficiary institution and development of institutional strengthening plans.
  • Experience in skills enhancement training and working on development programs with private and public sector and community development institutions in Nigeria.
  • Demonstratable experience in developing and implementing training, on the job training coaching and mentoring, and development of job aids.
  • Previous experience in managing/providing technical assistance to partners/ projects.
  • Oral and written fluency in English is essential and competency in at least one local language, desirable.
  • Travel to oversee program implementation in the field (50%).
